November 29 Webinar on Relationships Between Tribes and Utilities

A free webinar called “Essential Tribal and Utility Relationships" will take place Wednesday, November 29, from 11 a.m. to 1 p.m. Mountain Time. This webinar is part of the 2017 Expanding Tribal Energy Development Through Partnerships webinar series sponsored by the U.S. Department of Energy (DOE) Office of Indian Energy and the Western Area Power Administration (WAPA).

Electric utilities that serve tribal loads can provide a number of beneficial services that support tribal self-sufficiency, self-determination, and improving economic development opportunities on Indian lands. These services can include customized rate tariffs, line extensions, and energy services, among other offerings. Tribal organizations can also form their own electric utility in those circumstances where the local serving utility does not meet the current or future needs of the tribal organization.

After introductions from Randy Manion of WAPA and Lizana Pierce of the Office of Indian Energy, the webinar will begin with a presentation by Margie Schaff, J.D. and Partner with Kanim Associates LLC, describing the potential benefits for tribes who develop a relationship and engage with their local serving utility. Ms. Schaff will also provide ideas for how tribes can build these relationships and advocate for the services they desire. 

The remainder of the presentations will then focus on how tribes can and have developed their own utilities. Ken Johnston, Tribal Affairs Program Manager for the Bonneville Power Administration (BPA), will share a video and additional information on tribal utilities within BPA, followed by an overview of the Tribal Energy Development Capacity (TEDC) Grant Program from Chandler Allan, TEDC Program Coordinator for the Bureau of Indian Affairs Division of Energy and Mineral Development. Jason Campbell, CEO of Sovereign Power, Inc., will conclude the webinar with a case study of the Spokane Tribe’s efforts through Sovereign Power to gain greater self-sufficiency, self-determination, and economic opportunity by providing power marketing, generation, and delivery to tribal customers—including two projects recently co-funded by the Office of Indian Energy.
