2 charged with posing as utility workers in Lehigh Township burglary scam

Two men are charged with posing as utility workers as part of a scam to burglarize a Lehigh Township home.

The men got permission to enter the home by saying they needed to check the electrical panel on Feb. 23, 2024, according to a news release from the Lehigh Township Police Department. One of them men distracted the homeowners while the other burglarized rooms in the home, police said.

Rickey Frank, 54, of Philadelphia, and Peter Martin, 54, of Marcus Hook, Delaware County, are each charged with burglary, theft and receiving stolen property as well as conspiracy to commit each of those three crimes, online court records say.

Lehigh Township police say Martin was caught in Waukegan, Illinois. He was arraigned April 12 before Judge Robert Hawke and remains in Northampton County Prison in lieu of posting $75,000 bail, according to online court records. His attorney, Nicole Amara Gagliardi, did not return a phone message seeking comment.

Frank was taken into custody by Pennsylvania State Police during a traffic stop, according to Lehigh Township police. He has yet to be arraigned, online court records say. Online court records do not list an attorney for Frank.
